Beginning on 1 May 2019, all applicants, regardless of whether they are applying to internal or external vacancy announcements, will be required to submit both eligibility and qualification supporting documents at the time of application. The Department of Navy Operations Centers will begin verification of applicant eligibility at the time of referral vice the time of tentative offer. At the time of application, employees applying for any DON vacancy announcement will need to submit copies of SF-50's, unofficial transcripts, licenses and other documents required to verify eligibility and qualifications. Applicants who fail to provide substantiating documents will not be referred on the certificate. There may be specific SF-50 requirements to support a given action that require submission of multiple SF-50s (i.e. proof of time-in-grade for promotions, etc.). Therefore, applicants should pay close attention to the requirements outlined in the announcement. All DON announcements will identify the required documents and applicants must provide supporting documentation when they submit their application. SF-50s can be downloaded from DCPDS MyBiz+ or eOPF and documents loaded to USAJOBSs once can be reused. Operations Centers will not accept documents after the closing date of the announcement. It is the responsibility of the applicant to make sure that correct documentation is submitted at the time of application.
Veterans must provide a legible copy/copies of their DD-214 mbr copy 4 showing all of the dates of service, as well as characterization of service. In lieu of a DD-214, a Statement of Service (SOS) must be submitted. The SOS must include all of the dates of service, the approved date of discharge, terminal leave dates, and the anticipated characterization of service (Honorable, General, etc.).
Appointments of retired members of the armed forces to positions within the Department of Defense will now need a waiver in order to start employment during the period of 180 days immediately after retirement.
